Number of optimization restarts for L-BFGS-B

Description
Number of optimization runs at random initial guesses for maximum likelihood estimation. Multiple restarts are used to increase the chance of finding the global minimum with a gradient-based (i.e. local) optimization method.
Default Behavior Default value of 20 restarts.
